Third Anniversary of ICD-10 Rule
Three years ago, on January 16, 2009, the U.S.
Department of Health and Human Services published
final rules mandating that all organizations covered
by HIPAA upgrade to Version 5010 by January 1, 2012
and transition to ICD-10 coding sets by October 1,
2013. As a result of the enforcement discretion
period for Version 5010, all organizations must
complete their Version 5010 upgrade by no later than
March 31, 2012. Upgrading to Version 5010 is an
important step to take before transitioning to
ICD-10, which is quickly approaching.
To help with this transition, CMS has developed a
number of resources available on the CMS ICD-10
website. These resources include:

ICD-10 Basics for Medical Practices,
ICD-10 FAQS, and
Talking to Your Vendors about the Transition to

widget format. CMS encourages you to
download or share the widget and take advantage
of printer-friendly versions of the timelines

CMS debuts web page for ICD-10 CC
and MCC lists
CMS recently
released ICD-10 CC and MCC lists on its web site.
It lists the diagnosis by ICD-10 code, then
indicates whether it qualifies as a CC/MCC, then it
notes exclusions, and offers a description. If the
CC or MCC is allowed with all principal diagnoses,
then the phrase NoExcl follows the CC/MCC indicator.
Otherwise, a link is given to a collection of
diagnosis codes which, when used as the principal
diagnosis, will cause the CC or MCC to be considered
as only a non-CC.
Because the pages list all CC/MCC
alphabetically by ICD-10 code, the list could be
cumbersome if you don’t already know what ICD-10
code you’re looking for. To get around this
difficulty somewhat, type “control F” for the “find
on this page” function and type in the
word/diagnosis you are looking for. This only helps
when the diagnosis appears on a particular page,
however. For example, if you type “infections” under
the “A” page you’ll be able to find all the
infection-related ICD-10 codes on this page but
you’ll have continue to click through the rest of
the alphabet if you don’t know where the code falls.

training tools
CMS recently updated its Medicare
Severity (MS) Grouper with Medicare Code Editor (MCE)
ICD-10 R1 Pilot Software and its ICD-10 MS-DRG RI
Definitions Manual. Further information is available

CMS also recently published

also available.

ICD-10 MS-DRG R1 Definitions Manual
Based on public comments, the
Centers for Medicare & Medicaid Services (CMS)
decided to provide the public with an updated
version of the ICD-10 MS-DRGs V28.0 (FY 2011)
Software and Definitions Manual. CMS believes this
software will allow the public to more easily review
and provide feedback on updates to the ICD-10 MS-DRGs.
